Should I wash the surface before treating it with All Round Plastic Protectant?

It depends, for weekly maintenance cleaning you can use it directly on the plastic diluted 1:1 (1 part product and 1 part water). For extraordinary cleaning you must first thoroughly clean the plastics with APC or Interior Cleaner Purifier, dry them with a microfiber cloth and then apply All Round Plastic Protectant afterwards.

What tools do I need for optimal cleaning?

For extraordinary cleaning use a soft bristle brush to dislodge dirt more easily. For ordinary cleaning, 2 microfiber cloths are sufficient: one moistened with water, the second dry and clean.
